Most of the time we assume that using dark eyeliner under your eyes will increase the look of dark circles, shadows or even create a puffy eyes look, however, there is a cool explanation given by Shape Magazine that explains how it can actually have the reverse effect!
In this months issue of Shape Magazine, New York City makeup artist, Romy Soleimani explains “A smudgy line in gray or navy blue can divert attention away from the problem, whether it be puffy eyes or dark circles, and actually make the white of your eyes pop!”
